The company formulates the "Procurement Management Measures (Trial)" and the "Procurement Bidding Compliance Management Guidelines (Trial)" applicable to the company's projects, goods and services in light of its actual procurement needs. According to the above management regulations, the company's bidding methods include open bidding and invited bidding. Bidding and tendering activities should follow the principles of fairness, openness, impartiality and good faith, and adhere to the requirements of standardized procedures, fair review and effective competition. Open tendering: It refers to the situation where the tenderer invites unspecified legal persons or other organizations to bid by way of a tender announcement.
I. Bidding Methods and Principles
In accordance with actual procurement needs, the company has formulated the Interim Procurement Management Measures and the Interim Guidelines for Compliance in Procurement and Bidding, applicable to the procurement of engineering projects, goods, and services. According to these regulations, the company adopts two bidding methods: open bidding and invitational bidding. All bidding activities must uphold the principles of fairness, transparency, impartiality, and integrity, ensuring standardized procedures, objective evaluations, and effective competition throughout the process.
Open Bidding: Refers to the process by which the company invites an unspecified number of legal entities or organizations to participate through a public bidding announcement.
Invitational Bidding: Refers to the process by which the company invites specific legal entities or organizations to participate through a formal letter of invitation. II. Bidding Preparation Stage
1. Determination of Procurement Requirements
When preparing bidding announcements or issuing invitations to bid, the bidding department must first define the procurement requirements. Based on these, the department prepares comprehensive tender documents, which include—but are not limited to—technical specifications, contract terms, and evaluation criteria.
2. Internal Approval
In accordance with the company’s internal “Three Meetings” decision-making mechanism, all tender documents must undergo formal internal approval. The General Manager’s Office Meeting is responsible for reviewing and approving the bidding application and plan to ensure legal compliance and that the bidding documents accurately reflect the company’s genuine intent.
3. Announcement Publication
Bidding announcements are published through public platforms such as Guizhou Sunshine Property Rights Exchange Co., Ltd., the company’s official website, and on-site postings. These platforms serve to publicly disclose project details and invite potential bidders to participate.
III. Bidding Stage
Potential bidders shall obtain the tender announcement through designated channels or platforms and must submit their bid documents—either in hard copy or electronic format—prior to the specified deadline. All bid documents must be prepared in accordance with the tender requirements and shall include, but are not limited to, the technical proposal, service quotation, and qualification certificates. These materials serve as the eligibility criteria for participating in the bidding process.
IV. Bid Opening and Evaluation Stage
1. Bid Opening Stage
Once the company has received three or more bid submissions, an internal bid evaluation meeting is convened. Under the supervision of the disciplinary inspection unit, all bids are opened in a transparent and public manner to ensure fairness. During the bid opening, critical information—such as the name of each bidder and their quoted price—is accurately recorded for evaluation purposes.
2. Evaluation Stage
In accordance with the tender requirements and the approved bidding plan, the company’s bidding department forms a bid evaluation committee, typically comprising an odd number of 3 to 7 members. Members are drawn from key departments, including the bidding department, marketing and procurement center, party and HR department, and finance department, along with designated technical experts. Throughout the evaluation process, disciplinary supervision personnel are present to monitor compliance and transparency. For projects that are technically complex or highly specialized, external experts with relevant procurement or technical backgrounds may be engaged as part of the evaluation team.
The evaluation committee conducts a comprehensive and independent review of the bids based on the specified evaluation methodology, taking into account technical performance, pricing, and other relevant factors. After deliberation, the committee finalizes and signs an evaluation report, which includes a recommendation for the winning bidder to the company.
V. Award Stage
1. Approval of Evaluation Results
The bidding department submits the bid evaluation report prepared by the evaluation committee to the General Manager’s Office for review and final approval.
2. Award Notification
Once the winning bidder is determined, the company issues a formal award notice and publishes the result through designated channels accessible to the selected bidder. The public announcement period shall last no less than three (3) working days. The awarded bidder must provide a written confirmation and proceed with the contract finalization procedures within two (2) working days after the end of the announcement period.
3. Contract Signing, Execution, and Document Management
The bidding department is responsible for executing the contract in accordance with the company’s contract signing procedures and shall monitor and ensure full compliance throughout the contract implementation process. Upon project completion, the bidding department shall conduct a strict acceptance inspection. Only after passing the acceptance check will the settlement process proceed. The contracted price and the final settlement amount must be consistent with the quotation submitted by the winning bidder.
All documents generated throughout the entire bidding and procurement process must be properly archived by the bidding department for future reference and audit purposes.
